Hey! So Earth-4, a very war ridden dangerous planet, people here have their own sense of justice. This Earth has been through a series of tragedies, from genocides, to natural disasters and even nuclear wars. Most of the generations are born during tough times, either poverty or during the war or in a state of fleeing. According to the antagonist, their world was currently undergoing The Fourth World War, many countries were wiped off the map due to nuclear missiles and that Doc has actually saved him that day when he came to Earth Prime, he was a soldier gravely injured in a battle in South America.
